I was playing today and when the mm just open a server with bots to test the cheat configs . But I noticed that there was a spectator . Would overwatch ?

Overwatch isn't live. If you are a part of the Overwatch program, You are alerted that you have matches to watch, you then download the already finished match and watch through it. So no, that's not Overwatch.

If it is an active spectator, it might be a friend of another player that is in the game. You still need to be careful, be a smart cheater.
