If this is on Ps3, he maybe got a Jailbreak or a e3 switcher + jailbreak and editing his gamefiles

Precisely why there is no release date yet, I don't think GTA Online will be released for PC due to the fact that R* would be too lazy to do anything against hackers *cough cough gta 4* IF it were to come out they'd obviously make everything important server sided such as money... He has a modified .RPF file in his GTA V game files on his PS3. It allows him to edit values of the game such as cash payout for killing someone, robbing a store, and also you can raise the cash limit to send other people.
