When people report you does EAC review the reports and manually ban you if you are cheating blatantly?

Does the cheat have a "HWID Spoofer" to counter bans?

The ban will be processed automatically if you fit the criteria. It's a report system so of course manual bans are included.

We provide a Universal HWID Bypass that is available in the Loader with the Rust Experimental subscription.

Does the "HWID Bypass" mean I can't get banned?
Does the "HWID Bypass" also mean that I can get banned on one account on my pc but still get a new steam account buy rust and not get the ban crossed over?

It will not prevent you from being banned. If you are HWID banned from the game, this in-part would allow you back in on a new account.

ok thanks and if I got banned and I'm on my second account and my cheat expires will I get banned on my second account?

You will only get banned on your second account if you have been HWID banned or if you are caught using the cheat on your second account.
